A GIF of a QR code with scribbles drawn over it. No single frame is clean enough to scan.

Solution

A GIF is just a stack of frames. The scribbles move from frame to frame but the QR code under them stays put, so each frame hides a different part of the code.

Split the GIF into images and load them as separate layers in Photoshop. Delete the scribble marks on each layer and overlay them. Where one frame is blocked, another is clear, so the gaps fill each other in. The combined image scans.
